Dear Mr. Stafford:

Thank you for contacting me about the Protecting States' Rights to Promote American Energy Security Act. I share your concerns and appreciate hearing from you.

This bill would amend the Mineral Leasing Act to prohibit the Department of Interior from enforcing any federal regulations regarding hydraulic fracturing in any state that already has regulations, guidance, or permit requirements for hydraulic fracturing.

Many are concerned about the use of hydraulic fracturing in natural gas production. Hydraulic fracturing, or the creation of fractures in rocks with highly pressurized liquid, has helped increase natural gas production from unconventional sources. It has raised concerns because of the possibility that underground sources of drinking water may become contaminated.

In order to ensure the safety of our citizens and our environment I believe we need strong and consistent fracking regulations.

This bill has been referred to the Senate Energy and Natural Resources Committee. I will keep your concerns as I continue to fight for safe and responsible ways to address our energy needs.

Thank you again for contacting me. Please feel free to keep in touch.

Sincerely,
Richard J. Durbin
United States Senator

RJD/kl
