Dear Daniel, Late yesterday afternoon, Illinois Governor Pat Quinn signed into law Senate Bill 1587, a measure that places appropriate and reasonable guidelines on the use of unmanned surveillance aircraft (drones) by state or local law enforcement agencies in Illinois. The measure – with your help – easily cleared both the Illinois House and Illinois Senate during the Spring session of the legislature. The drone regulation law provides protection for all residents in Illinois when state or local law enforcement officials use drone surveillance technology. This bill demonstrates that it is possible to place appropriate and reasonable guidelines on emerging technologies that ensure privacy for residents of our state. While Congress has failed to modernize our on-line privacy laws (the latest update was completed in the 1980s!), this legislation gives hope that the Illinois General Assembly can explore further ways to protect communications and location privacy for residents in our state. Thanks to the thousands of ACLU supporters across Illinois who reached out to representatives and senators across the State to urge passage of Senate Bill 1587. Please take a moment and send a thank you to our two main sponsors – Senator Daniel Biss and Representative Ann Williams. This is an important day for privacy in Illinois. We hope it is the first of many in the future that we can celebrate together. Sincerely, | |
